Method

Heat the vegetable oil in a large Dutch oven or heavy-bottomed pot over medium heat until shimmering. Add the diced onion, red bell pepper, and jalapeño. Sauté, stirring occasionally, until the vegetables are softened and the onion is translucent, about 5 minutes.

Add the minced garlic, chili powder, ground cumin, smoked paprika, and dried oregano. Stir constantly until fragrant, about 30 seconds.
